Deepening impact and operating at scale: the possible balance

Since 2019, the project Aprender: Dentro e Fora da Escola (Learning: Inside and Outside of School), by the Laboratório de Educação, has been part of the Pacto Pela Aprendizagem (Pact for Learning) in the State of Maranhão. Initially, the scope of action was focused on five municipalities: Capinzal do Norte, Lima Campos, Pedreiras, Santo Antônio dos Lopes, and Trizidela do Vale, and was subsequently expanded to all 217 municipalities in Maranhão.

The Pacto pela Aprendizagem is an educational policy of the State of Maranhão that seeks to improve knowledge acquisition and student retention in schools through a collaborative regime between the State and Municipalities. The agenda consists of continuous training for teachers, school managers, and municipal technical teams working in early childhood education. Its objective is to promote the strengthening and sustainability of the relationship between family and school to enrich children’s learning in different contexts, using teacher training as an induction tool.

The Laboratório de Educação teams work directly in the initially mapped territory, implementing their methodologies in this field of deepening impact. The partnership with the State structure in a participatory regime enables action at scale, extending the reach to the other 216 municipalities in Maranhão.

Pedagogical Coordinators, Teachers, and School Managers in the Early Childhood Education stage are the target audience of the Pact, which aims to train 75% of the professionals working in Early Childhood Education in each participating municipality. The training includes webinars, group studies, and online and in-person meetings, and its formative flow is carried out at three levels:

– the Laboratório de Educação and SEDUC teams train the Regional Pedagogical Coordinators (APRs), permanent SEDUC professionals who work in the training process of municipal teams;

– the APRs are responsible for training the Municipal Pedagogical Coordinators (APMs), a team formed by SEMED staff selected through a public call;

– the APMs, in turn, work in the continuous training process for early childhood education teachers and managers.

In 2021, through the Pact, 14,070 participants and 4,193 schools were reached. As main achievements, we consider that we promoted reflection within the educational community regarding teaching practices and the development of children’s learning in Early Childhood Education institutions, and we acted in the curation of materials intended for Regional and Municipal Pedagogical Coordinators. Overall, during the year, we reached 120 hours of training in the State cycle and 100 hours in the Municipal cycle.

In this way, the action mapped through diagnosis in the five municipalities that make up the project’s field of deepening impact gained scale, proving in practice the strengthening of educational networks by focusing on the professionals who compose this system. Throughout the project, a monitoring scheme was implemented, and the Early Childhood Education branch of the collaboration pact was formed as actions developed. Therefore, a new perspective on Early Childhood Education is emerging in Maranhão.
