Learning in Early Childhood Education: collection marks new phase of training policy in Maranhão

The first three volumes of the collection Learning in Early Childhood Education are being launched these weeks during the 3rd State Regionalized Training Cycle of the Pact for Learning, held by the Maranhão Department of Education (Seduc/MA) between March 2nd and 17th throughout the state. The event marks the beginning of the 2026 training actions and brings together managers, regional and municipal pedagogical articulators, and technical teams from across the state.

The result of the partnership between the Education Laboratory and Seduc/MA, within the scope of the collaboration regime, the collection is part of the state's continuing education policy for Early Childhood Education. The launch of the materials also symbolizes an institutional milestone: the transition to a new phase of the Learning: Inside and Outside School project, in which Seduc fully assumes the implementation and monitoring processes of the teacher training policy for Early Childhood Education.

The three volumes presented at this first moment are:

  • Learning in Early Childhood Education – Training from the Pact for Learning in the Early Childhood Education axis
  • Educator Training (0 to 3 years old)
  • Educator Training (0 to 3 years old) – Activity planning

Developed to support the work of trainers and strengthen the continuity of the policy, the materials articulate theory and practice, organize conceptual references, and offer guidance for continuing education and daily work in daycare centers and Early Childhood Education institutions. Their content is aligned with the Learning Language methodology, developed by Labedu, and with the guidelines of the National Commitment to Early Literacy, which recognizes language development from early childhood as the basis for the school journey.

The volumes of Educator Training are pedagogical references for teacher training and practices with babies and children in Early Childhood Education. In addition to organizing foundations and guidelines for activity planning, the materials incorporate exemplary training plans based on videos of reading practices carried out in schools in Maranhão municipalities. These records are now integrated into training as concrete parameters for Regional Pedagogical Articulators (APRs), Municipal Pedagogical Articulators (APMs), and teachers, contributing to the quality of observation, continuing education, and the improvement of reading practices in institutions.

Since 2019, the Labedu acts as a technical partner of Seduc/MA in the structuring, implementation, and monitoring of the continuing education policy for Early Childhood Education. Throughout this period, the joint work consolidated a training architecture that articulates knowledge production, systematic monitoring of practices, and cooperation between the state and municipalities, reaching municipal networks throughout the Maranhão territory.

For Andrea Guida, Labedu's Implementation Director, the launch of the collection represents the consolidation of a journey built collaboratively and guided by evidence.

“The construction of a public policy for Early Childhood Education requires articulation between the state and municipalities, clarity of roles, and continuous monitoring of actions. In recent years, Maranhão has advanced in structuring a continuing education policy based on cooperation, monitoring, and permanent dialogue with municipal networks. The collection Learning in Early Childhood Education systematizes this journey and supports the new phase in which Seduc fully assumes the leadership of the policy, strengthening its continuity in the collaboration regime,” states Andrea.

The Superintendent of Network Planning and Collaboration Regime at Seduc, Regivânia Ribeiro, commented that “today we are experiencing a very significant moment for Early Childhood Education in Maranhão. The launch of the first volumes of the Learning in Early Childhood Education collection represents more than the delivery of training materials; it symbolizes the consolidation of a structured public policy, based on cooperation, planning, and continuous monitoring. We continue to advance, with responsibility and commitment, so that every child in Maranhão has access to educational experiences that promote language development and broaden their opportunities throughout their school journey.”

With the full publication of the five volumes, the set of materials now records and guides a public policy built over years of joint work. By consolidating principles, strategies, and instruments, the collection reaffirms the commitment to educator training and to the right of Maranhão children to learning experiences that promote language development from the earliest years.

  • Monitoring and Evaluation System – Instruments for observation and analysis of practices
