Access to daycare centers and preschools with equity and quality was the theme of the National Seminar "Implementation of Quality and Equity Parameters in Early Childhood Education", promoted by the Ministry of Education (MEC) on November 27.
Beatriz Cardoso represented Labedu at the event that announced theresolution of the National Council of Education (CNE)which establishes the Operational Guidelines for implementing the new National Quality Parameters for Early Childhood Education. These parameters were revised this year by the MEC, after a democratic and participatory process, which included an open consultation with which Labedu collaborated in the process of critical reading of the document during the month of April.
The Quality Parameters should be a constant source of consultation and guidance for municipal management, managers of education departments and their technical teams, management and teaching staff of daycare centers and preschools, members of education councils and also for families. Based on the regulation by the CNE, they are mandatory and focus on building a social and federative pact that involves the Union, states, municipalities, managers and the school community.
According to the document, “guaranteeing children’s rights is part of the Brazilian legal framework. The Federal Constitution establishes shared responsibilities between the State, society and families, so that babies and children are treated with ‘absolute priority’. It is therefore up to each institution and each citizen to actively contribute to enforcing these rights.”
